Herbert Townend, blessed with great intellect and sporting ability, was one of the so-called "Heaven Born" of the Indian Civil Service, as Rural Development Commissioner in Bengal. Possibly of even greater interest today are his wife Joan Bevington's letters in the archive cited below.
